Why are schools so ill equipped to deal with behavior issues when most kids have them now?

I dislike the struggle of Autism, ADD, ODD, CD's and all the other labels pinned with LD's on children, but seriously mainstream schools should have trainings on behavior modification and resources on how to deal with these issues considering how commonplace they are in students now days.
